You are allowed to make mods of this game. However, when you publish this mod, do not publish the whole game, instead, publish the sharedassets and if the code has been changed, publish the Assembly-CSharp too.

I emailed Mystman about this, here is his response:

So, modding and hacking is all fine by me, so long as the game itself isn't redistributed with mods. I was fine with people just re-uploading modified versions of the original game since it was free, but since Plus is paid people will have to share mods by uploading only the files necessary for the mod and instructing people how to install them into their copy of BB+. Think like Minecraft mods. I'd love to add official modding support, but currently I'm not sure where to even begin with something like that.

BBIEAL Remastered is free so it's completely allowed.
