I get why you're a little suspicious, but I can assure you that Outcore is safe. The game doesn't steal your information, nor does it delete or mess with your personal files. The only files it messes with are files that are created by the game itself.
Also, all games on Steam have the exact same permissions as Outcore. So all of them can technically discover your hard drive or mess with your files. If I wanted to make a malicious game/virus I wouldn't make it a "Desktop Game".

it was a legitimate question which has already been answered. and its funny how people like you already freak out about it.
Like the dev said, technically all games (and programs in general) can create, read and edit files on your hard drive, otherwise stuff like save games, persistent settings, or storing screenshots would not work. This is exactly why you should not run any software you do not trust.
