Stats can go upto 99 each. In all likelihood, you won't reach that because of the way XP-requirements scale, and it's more worth it to get a base amount of each stat than it is to get a single high stat. (stats do less per stat, I think above 20 and then less again above 50?)

50 is definitely the soft-cap, but I found that most weapons got good scaling out of every point up to it. Maybe up to 20 gives you even more, but my Illygarth Boreal Blade has a B in Mind and every point of Mind up to 50 was still giving me like 4-5 points of damage.

Also, it should be noted that most spells scale especially well with Mind (and also Instinct for the lightning ones), much better than you'd expect from their scaling letter. Even after 50 some of them still get 4-5 points of damage, though unless you plan to be full spells you should probably still get out of Mind after 50 and invest in a different damage stat. Some of the later game spells are very strong as well, well worth using. My Illigarth Boreal Blade is only +6, but even still several of my spells deal more damage than regular weapon hits and they hit 4-6 times. Spells are kind of weak in the early game though, mostly due to a lack of Focus. You really need the Focus boost from the first Heart of Nycrux to be able to get a good number of uses out of your spells.

Damage scales linearly up to 50 points, and then its effectiveness would decrease with each 5 points spent. For instance, 51–55 would give you a half dmg per point than it should before 50. 56-60 is going to be an additional 1/3 (1/6 per point total). Then, after 70, it's become so low, so an S scaling spell that does 2000 damage would give you only 1-2 dmg per 5 points. HP/focus bars, fate, defense, and resistances scale linearly all the way up to 99.
This rule is true for all attributes.

So for damage, I spend 55, maybe 60 if I have free money for that. 70 mind for focus for a heavily spell-casting build.
