Gravel Spread Calculation Wrong

Noticed this on almost every paving contract. The percentage for completion of spreading gravel is way way off.

Take a look here how much dirt is still showing on this stretch of road. This was set to HIGH contract setting, and counted as 100% complete. How? Why? 1 dumptruck load of gravel, just dumped equaled 52% complete... Spreading the load in a small strip gave the other 48%.

This calculation is extremely off.
