The 2021 version is essentially a port of the PSP/3DS, which makes the original PC version pretty much obsolete, but it's a nice history piece to compare it to the Repeated Fear version
Tldr: Get the 2021 version. Both games are 100% the same gameplay and story wise, but the 2021 version comes with full voice acting, updated artwork and all of the bonus content ever released for the game
From there the chronological order goes Book Of Shadows -> Hysterical Birthday -> Blood Drive
Some consider Hysterical Birthday to be skipable, since it's more off a lighhearted comedy spin off, but it does introduce plot points and characters that become important later on in Blood Drive and the game is technically canon
