I really wonder what Success was thinking here with this game.

This steam version is published by Success, which is where the other selectable character, Cotton, comes from, very old game series that I think only had one game make it outside of japan in the 90's. It's likely that Success doesn't have the rights to use Nicalis' english translation or Curly Brace, so that's why this steam version doesn't have either at the moment. They're probably going to have it retranslated and add that on to this release, it does say the english version is coming in 2020 on the store page.
You do unlock Cotton as the story progresses, I haven't finished my own play through of the game, I ended up buying it for switch since it was much cheaper and has Curly/English so I'm not sure how long it'll take to play through. The story itself is mostly having you deliver or gather items that are very clearly marked and there's a ton of arrows to guide you along the way. if you don't want to wait for an english version it won't hold you back too much it play in japanese and there's not too much to miss out on story-wise.
As for whether it's worth the price... $60 is steep for what's basically an indie game, it's more than I've ever paid for a Umihara Kawase game by a long shot and if you're a fan of the series it's very different from its predecessors. I paid $20 for a physical version on switch and so far I think that's about the right price I'd want to pay for this.
Again, different publishers. You can't compare them, at all. If the game IS translated on PC eventually, it almost certainly won't be the same as on Switch.
