Problem is in stealth system in general. You can't run - guards see and hear you from sniper range. This makes you insanely slow, heist completion - slow as well. And because everything is so slow - guards have a lot more chances to catch you. And because you can't just sprint away at the moment you see him - Lead can catch you in the most stupid way with you crouching from him and void your run, basically a random run killing mechanic and the only way to counter it - either constantly check the camera yourself or have a teammate to do this for you.
In PD2 there were trip mines, which marked enemies in stealth, much more useful and convenient, sadly absent in PD3.
