I honestly don't know how Microsoft policy works with this but as I can see, it sure 100% applies for Pre-order bonus exlusives. Maybe we will see Gold Edition exlcusives in store too

There are plenty of specific exclusive platform preorder bonuses and just preorder bonuses and even respective exclusive store bonuses in multiplatform games, for example in Cyberpunk, CoD, BF etc which are not available anymore.

That's the difference. The preorder items are limited time only, you cannot get them anymore without the DLC. But for the gloves and masks, you can right now buy the gold or silver edition, so it's not exclusive. Granted you can't upgrade from base on steam and PS so it's semi exclusive, but when has Microsoft cared about others.

Ask her why they didnt add this info to the store pages

Now you got me into the idea. When the 1st year of DLC will end THEN they would have to put it in sale because only AFTER that it will be fully exclusive
