If support ended for PAYDAY 3 before they had a new product, a souce of income to rely on (a new game to sell, like Baxter) then they would just have a gap of a year in the company where they don't do anything. And that's unacceptable in the business world considering Starbreeze is a publicly traded company and they have shareholders to provide for.
And because of this, I do believe PAYDAY 3 will technically be supported up until their next game is ready to be released.
Now, since PAYDAY 3 is already not very successful as a product, and paying developers to create content they can sell as paid DLC costs money, and if they don't even make a profit on their work because people aren't buying the DLC, then they cannot allow to do that.
So even if they will technically support the game, expect less and less frequent content updates, up until the point when it all stops and the next game releases, leaving PAYDAY 3 behind.

Seems Baxter is their main focus and priority now. SBZ management don't give two ♥♥♥♥♥ about PD3 or the playerbase.
All that we do know is there's a december update that's supposed to have armor 2.0, first world bank, holdout, and a new character (basically confirmed jacket)
people think the new character will be jacket because they have a blurred picture of the char that looks like him (white, short hair, wears a jacket similar to jacket) and that in an earlier dragan files video they talk about this random extremely violent crime scene nobody knows about. aswell, in a QnA derek ray did when they were announcing houston is coming back, they have a question at the end that doesn't have a username on it (the others did) asking "Do you like hurting people?" which is a line from hotline miami. furthermore, in the halloween update video, they use a tape recorder, some also say Almir quotes the ending of Hotline Miami 2, but I didn't find it anywhere

edit: another thing is that since the character is going to be paid, it's likely that it's a licensed character from another franchise as they wouldn't be able to put Jacket, or john wick, jimmy, scarface etc. for free.
