the april fools update will be pushed back a bit
They will not be doing a roadmap because they feel pressure having to meet deadlines, Instead they want to treat PD3 like they do PD2, put out DLC when they can, patch issues that arise and so on and so forth :)

I find it amusing you didnt question if they were abandoning the game when they were pulling the overwhelming majority of thier staff away from pd3 and onto project baxter. Regardless, yeah they pretty much threw this game to the curb and have a skeleton crew working on it, so dont expect any significant updates let alone a road map

the game will never bounce back from this and its cooked, as a fan i can just hope they keep slowly working on it add more content over. just like the raid devs have been doing, i was never a big raid player but i deeply respect the devs and the make me play the game from time to time due to their sheer commitment to the grind. raid gets more updates than pd3

The game never bounced back from the fact it is an online only game with servers as stable as a house of cards in the middle of a hurricane so it fundamentally didn't work, and they preferred just hiding in twitch streams or not saying anything at all rather than fix the problem ASAP.

Challenge-based progression and Syntax Error's outrageous prices also really, really didn't help even several months after they finally pushed a patch that did nothing substantial.
