Fear and Greed blue keycard spawn

I am losing my mind. If the red keycard door is on the side with Jordan, than the civ on that same side has the red keycard and the guard on the opposite side (swapmeet) has the blue card. but when the red keycard door is on the swapmeet side, the red key card as expected transfers to a civ on that side, and the blue card seems to transcend time and space to not exist. I stg i checked guards, civs, the lead guard, on tables or desks in the offices, I CANNOT FIND THIS CARD AND MY MENTAL HEALTH IS SUFFERING FOR IT XD seriously though if anybody knows where it is, please post here because the last spot ive yet to check is in the safe the usb spawns in, and i doubt its in there but maybe future me will realize this comment aged poorly. thanks!

UPDATE: confirmed it does not spawn in the safe in either office, nor is it on any of the guards. this MUST be a bug, im truly lost.

Blue keycard can be obtained on the regular guard's back. Either on the left or the right side depending on random you met. It can't be found on a table, in safe or wherever else.

or it is possible (rarely) to find blue keycard by middle guard, between the stairs at the very entrance to the building.

i checked all the guards downstairs and the guard in the middle and didnt find it, i mean ig it's possible that it was just on a different person but i very meticulously kept checking around in circles and never saw it.

There is a chance for the blue key card not to spawn. I dunno whether it is a bug or not, but I'm sure it is happening. It has moderate chance (35% chance for me) of occuring and could be checked by viewing all loaded entities on the map by using third-party mods (like huds or other mod tools)

if the door needed to input the usb (red key card door RKCD) is on the jordan side, blue key card spawns, i swear. if RKCD is on swap meet side, it doesn't. maybe there's some sort of error when spawning it when RKCD is on the swapmeet side, but i agree that it definitely doesn't spawn in. why would it be so predictable and easy to find on one spawn but impossible to find on another if it isn't just an issue of it not spawning in. :/ hope they get their shiny new heist fixed soon cos it is so much harder to do with cameras active, especially if doing solo since you're limited on how many cameras can be looped at once.

idk if that's meant as a genuine comment or a slight at me, but i just want to be able to play my heist game and have my struggles/failures be a skill issue and not a technical one, especially given the tumultuous journey this game has had thus far. i also did a replay (after multiple restarts to get the variables to recreate the glitch) and the guards at the metal detectors and that wander at the front entrance by the stairs did not have the card. i am now 99% sure this is a bug where the card doesn't spawn.
