A good bet is always a suppressed gun or throwing knives for silent kills. Then transporter skills and if you really wanna make sure you can help in stealth, taking a few skills in Hacker or Grifter can make you more of an active member in a stealth heist.
If you want good Hybrid Skills that can help in both loud or quiet is Routed Ping, The lockpick skill in the Infiltrator line and also some Manipulator skills to help sort and trade hostages

If you want to have a hybrid build that works, the hard truth is that you're going to have to get really good at stealthing with the bare minimum skills and heavy armor on. Its entirely possible to do it consistently on Overkill difficulty with map knowledge and finagling civilian line of sight.

Bring a motion detector to stick one on the lead guard and one on any troublesome roaming guard. With Hacker Aced and Secure Loop, that's only 3 skills used and its also all you need to fully stealth any map on Overkill, this leaves you with 25 points to invest into your loud skills, you just won't be able to make use of laser tripwire + Assassin's Mettle plays due to bringing the motion detector instead.

Some maps will be more difficult than others, Touch the Sky is a nightmare while Houston Breakout is super easy, but all of them are very doable with just those three skills.

Infiltrator and Transporter skill line is the best. Six skill points and you can unlock locks and loot loot more than thrice as fast. No matter the situation.

I like this one very much. Thank you. Combined with the suggestion about bag skills I think this will make for a great build without sacrificing too much.
