Yes, that is correct. Starbreeze is a scumbag publisher and this is what they do. It says it right on the DLC's store page.

As someone else said the Silver and Gold Edition are like Season Passes, but limited to a certain amount of DLC. If the Game recovers and is profitable they will likely support it for years (~10 Years in the Case of Payday 2) so a Full Season Pass would not be possible.
Cons:
Costs a lot over time if you want to buy everything
(Tip: be selective and buy on sale)
Pros:
You can pick and choose what content you want/need and what content you don't care about
"Free to Play"-Players will continue to get some content and can play new heists, just a little limited
There is new content, if people don't get paid, they don't work, they don't make new Content.
Currently it is more of a Priority to fix the Game and what most of the Team is working on, but Content is still being made and released because:
1. It was promised and bought as part of the Gold/Silver Pass
2. A fixed Game without Content is still bad, so they need to keep up
3. A Company still wants/needs to make money to function.
With Payday you just have to know what you are getting into, which they don't hide, or lie about luckily (except for some oopsies in the past that they remedied). Evaluate if the Content offered is worth it to YOU and then you can decide if you want to buy that content or not.

I actually don't have an issue with Gold edition existing and it covering the Year 1 DLC for the game. Payday 2 had hundreds of dollars worth of DLC added to it over 10 years. (If you bought everything on release without a discount)
If the game will survive and have a Year 2 then DLC will probabyl be sold seperately im bundles as they release, without a new annaul pass.
In fact I'd be happy to upgrade to Gold edition right now (to get all bonuses that you cant get from individual DLC bundle purchases) but for some reason the Gold Pass is not discounted during this Summer Sale, costing 55 dollars, meaning it's just not worth it, when the Gold Edition itself is sold cheaper at 45 dollars.
The Gold Pass not being discounted is more of a scam than the Gold Edition itself existing folks, I also like to criticize Starbreeze but this idea itself is just incorrect
PD3 was a hot mess out the gate and these tools spend 18 weeks to show medic bag logs and release old PD2 maps thinking they were anything skill or capable as the OVK team *was* for PD2. They see the massive sheet and think they can do the same.
So people change details a bit. Gold users get 2 of the possible 4 maps that were intended, but they did not expect to take half a year for PR and clean-up. We still lack QoL changes for inventory let alone content for new maps. This was not the proper team for the task, and they don't care about evening out averages, just produce what was spoken. I imagine after year 2 and the 2 last planned DLC are released, that is when this game will stop active support. Offline will go live, but you will need a nebula account, as starbreeze makes money selling data to collection agencies.
I know, they say 3 more heists before September when my Gold runs out, I am fine with that. I got 4 days early access, gold gloves, masks, all dlc for this year and I didn't pay that much either.

If you are like him, aka, dude already didnt care from the gate. He going to buy it anyway, even if bad product for 99% of the userbase but yeah.
Nothing wrong with there model at all and its far from scummy and if they decide to keep DLC in future below 15.99[11.99 sweet spot} then they will be doing alright.
Game is not going anywhere so any spiteful hopes from anyone that they will gleefully get to see it go down because it started off wrong having an unhealthy zero tolerance tantrum filled demanding condition and love of drama and malice over gaming and fun man are they going to be disappointed.
Great game will keep getting better if they listen and make the right choices and keep DLC at a fair price.
They will have a turnaround and success if they stay on track.
