DO NOT NERF ARMOR UP AND ARMOR BAGS
This is a problem you introduced by making these perks and items neccessary for any and all play. They are required as a QOL feature given the balance.

If you want other options to be as viable add an additional armor chunk granted by ALL SOURCES, so this way you don't have to take the armor bag or the armor up perk. If you nerf them you're not addressing the atrocious balance you are just making it worse.

Studies show that players will react positively to buffs to weaker items rather than nerfs to stronger ones. That is why a smart developer will buff everything to the same strength level for balancing.
I can't wait til they give me more reasons not to play!

I feel like it only takes a casual glance to see that the problem with Armor Up is that it doubles the potency of an extremely scarce (and already objectively better) resource, that the problem with Ammo Bags is that they're generally redundant (you can kill cops and hoover bullets straight back into your magazine for crying out loud) and that the problem with Medic Bags is that a decent degree of hostage management + Menacing replicates them (also they're everywhere on the map already (and they're just plain weak in the first place)).

If they "nerf" it by adding more sources of Armor then I don't think that would be a bad thing, but just directly nerfing it would be a pretty poor choice considering the skills themselves aren't very impactful already

In the same paragraph where they mentioned those nerfs they also said that they want to add more ways to obtain armor, which would actually make it still great but in a way that doesn't make you depend on certain skills to live. So, how it should be.

And in the same place, they also acknowledge the disparity between armor/health, implying that health is gonna get buffed. It sounds to me like armor is gonna be reasonably strong instead of OP/useless depending on build, while health will be buffed to give you at least some survivability if your armor breaks.

TLDR the changes they have planned would mean that players will be buffed in general while allowing more build variety
