If saves are tied to your Xbox/Steam account then I doubt it as the only other way they could cross over via the cloud would be if the Steam version also required an Xbox login, which I am fairly sure it doesn't. Just speaking from experiences of playing other games from both vendors. So far the only time I have seen progress cross over have been from first party MS games where the Steam version did require an Xbox account.
I'm pretty sure saves are not stored locally. I'll admit I've done zero research on that, but if I am wrong that would make the always online design choice just that little more puzzling.
No they do not. I am missing 5 that I did on xbox game pass. They do not transfer over.
