I have the impression that in this Payday 3 the skill tree is more unbalanced than in the second opus at the beginning, you're too versatile far too quickly
And let's not forget that the current system makes it hard/annoying to level up, whereas in 2 you got your points faster
The fact that you only need 3 points to have "unlimited" ammunition directly in the clip makes the Loud side too simple too quickly, not to mention the Stealth side which is really simple since the "no mask" mode without necessarily needing skills and the absence of punishment if you miss the infiltration

1) Everything is viable in PD3 aswell, people just tend to use the easiest and strongest route.
2) Everyone did the same in PD2, or are you gonna act now like people didn´t ran Body Expertise, Nine Lives, Inspire, Resilience, Underdog and Scavenger aswell as doc bags or first aid kits in literally every loud build?
Also tf do skills have to do with the perk system PD2 got? Hate it or love it, but perk decks are something that still splits the community and I hope to never see again.
In fact, I hope that they do remove ammo funnel from PD3, as that one is the biggest balancing issue that renders everything aside of armor bags useless right now - sadly something they still didn´t learn from PD2.
Leveling in PD2 on release was way worse (and especially way slower) than it is in PD3 currently
its nice you finally see the light, game indeed has issues with skills and progression
Stealth feels more fleshed out than loud IMHO: camera loops, spy gadgets, stunning guards with radio hacks, performing illegal activities in front of civvies etc, these are pretty cool. On the other hand, a lot of the combat perks are basically just ways to overcome the baked-in armor/spongeyness of enemies, help you reload/stay in ammo, and manage your own chunks better. Effective, but also bland.
It feels like juggling the refresh on buffs is there to distract me and try to keep me engaged. And I'd be lying if I said I didn't miss the slightly more specialized nature of Payday 2 builds - was kinda cool knowing you had a tanky enforcer with a saw when dealing with ATM's or lockboxes, or a tech when you had a lot of drilling, like you had something extra you were bringing to the crew. As the system currently exists, everyone feels a little too samey IMHO.
