How do you make mods?

I see countless guides on how to INSTALL mods but not how to MAKE them. I want to do some texture changes.

As I can see, there's one site for PD3 mods.

There's a button "Modding Guide", that takes you to documentation almost step by step tutorial.

And here's a guide for textures also

Edit: on this site look for "guide", there's a little more pages with them.

problem there is that epic does not support version 4.27.2 for the unreal engine that is listed as a requirement for this

Yea? In "Dependencies" and "Unreal Editor" they say to install 4.27 version, which you can select in Epic Launcher (4.27.0 if I undestand correctly). After downloading it's goes to version 4.27.2 for some reasons.
