Why do "Low Level Players" play Overkill in PUBS?

Im now Level 83 and now wanna play Overkil difficulty. Before that i didn`t played it because the BOTS are trash, and im not having friends to play with XD. But why do i only see level 20 - 40 players that playing Overkill i dont understand that. I saw them dying more than the bots, because first of all they dont have much expierence to know how to counter the cops damage (me neither), second they are fricking using medic bags or turrets and not even placing them (we all know they are useless). third they dont know "NO REST FOR THE WICKED" objectives, just standing still, following me like im a mother duck or having treats.
I dont know man thats so annyoing, i just want to have fun :(. Hopefully someone has the same problems as me (SORRY FOR THE FLAME DONT WANNA SPREAD BAD VIBE) but I wanted to let it out.

if you're playing with other humans then I immediately suspect the entire post is a fabrication, as I have not seen another human in game since launch

Crossplay on, with deaf/mute console players? Tunnel-vision people hyper focused on personal progression and not coop? The game being unnecessarily difficult and challenging are two different things, I wouldn't bother with higher difficulties on matchmaking for a long, long time.

ill start adding randoms that i play with that dont quit at the first fail, matchmaking need to go and bring back lobbies we can join manually like pd2

well 1st, some people have hard time to find lobbies , what i know mostly play at ovk or hard on road rage , so assume most play on that difficult any map.
maybe just maybe newbie hard to find normal difficult lobbies, so they went to ovk lobbies. yes that stupid to try ovk at low level, but their choice to play with people either at high difficult or solo at low one.

thats why matchmaking is suck on my opinion

I just want to hear briefing over and over and over and over and over and over and over and over and over and over and over and over only to be sent back to menu, so I totally understanding players wanting to only play on OVK. Playtime per waiting time fraction is EXTREMELY low in this game as it is.

Not willing to wade through an hour of ♥♥♥♥♥♥♥♥ for every 10 minutes of enjoyment myself. If they decide to make a game worth my time, I'll buy it
