An idea for an always online compromise

So we all know the devs are not backing down on their disastrous decision to make the game always online. However, the devs were apparently willing to make an offline tutorial, and this is what the majority of players have spent most of their hours in since launch.

Therefore, I propose that, the game can be online only, but the tutorial should have infinitely spawning enemies so that you can grind out weapon exp and challenges, so that by the time you can actually play the game, you're ready to play the heists with the weapons and equipment you desire. That way, Starbreeze can be as inefficient and cheap as it wants when it comes to matchmaking and server matters.

One of the main reasons why PD3 is always online is to monitor and moderate player stats like money, c stacks, exp, etc. If you can just disconnect from the servers and gain all of the above, just defects the purpose. If they would implement this option people can just go offline, use cheat engine to give more money and then reconnect. GTA 5 and PD2 made this mistake before so I believe starbreeze executive saw this and is avoiding it at all costs. It's unfortunate but we can't do much about it, that's just the cooperate world.

Even if they manage to add more servers to handle the load, how long do they maintain all those extra servers? How about when a new DLC drops and user numbers increase again? I'm sure they are going to try to fix this, my concern is how sustainable is the fix? Do they need to change the framework of the game, or just tweak something?

CEO mentioned the possibility of some kind of offline mode. I would be interested in how they implement that.

I waited 1 hour and a half to play solo, by myself and then got a match making error. Match making error for solo play? WHAT!?

Fun fact, there's already exploits for c-stacks, and adding any gun even if you don't have the level to your inventory. Aswell as to put any OVERKILL weapon to your primary slot, and you can edit any gun to however you like, grenade launcher with 45 bullets shooting like a SMG, np.
