Try head shots my guy
I could be 1M away from an enemy and headshot him with a shotgun and he'll still take another shot. Games ass man
With sharpshooter skills most high damage weapons kill in one headshot. this is a you problem.
My recommendation is to go through every heist on hard or lower (if you don't have anything unlocked the higher difficulties are gonna be very difficult) and use a newly unlocked gun as you go. This should get you to the point that you'll have a bunch of different weapons since you'll be hitting the challenges from multiple weapons. It'll also help you find a playstyle you like. From there, build your skill tree based on how you like to play and you should be doing a lot more damage and well on your way to unlocking a bunch more weapons!
I like having to use a weapon in it's most basic form before throwing attachments on it, it also gives me an excuse to mix up my loadout in stead of just playing with whatever the "meta" is. Not looking forward to struggling to level DLC weapons because I already did all the easy challenges, but meh, with new heists and weapons there will be fresh low level challenges.
At least it's nowhere near as bad as Halo Infinite's FOMO challenges. If my teammates in pd3 want to slide everywhere for xp, or shoot shields glass even though it's an inferior way of beating shields, that's fine as long as objectives get done quick. In Halo Infinite people play every game type like it's Slayer so they can get their 25 grenade kills for the week, which means if YOUR weekly is to win a certain amount of CTF games, you're ♥♥♥♥♥♥.
My only complaint about having to level weapons is that having a sight that isn't iron is essential with how much barrel-smoke this game has, so your second match with a weapon is always your first match actually getting a feel for it because slapping a red dot on your level 2 gun makes a huuuuuuge difference.
Higher difficulties this can be true depending on your build. Some builds can one or two shot. But I have had some troubles with the later assault units on higher difficulties. That being said, I like the challenge so it doesn't bother me. Makes me play a bit smarter and less just run and gun. And with shotguns, there is definitely a temptation to do that a lot lol
I am aware of the skill system, but I am talking from a person who has just started this game. It takes ages to unlock new guns, and the guns you have at the start are awful. The damage system is aids with starter guns because they do no damage, even with headshots, compare this to PD2
