I didnt try solo. But public worked for me 3 Times in a row now. But only the first heist.

Trying to do a solo is looking for an empty server. That would be the hardest thing to do while the servers are congested. Set it to public, it's faster. Turn off crossplay and it is even faster.

At this point in time, public servers, solo servers, and friend servers are all the same. They all require the same online connection.
There is no offline or peer to peer. You'll have to wait until they fix things.
Or refund until they fix it if you don't want to wait at the moment.
