manager in the second floor normally to the right if you are walking up from the stairs he normally chills over there

either on the table (2nd floor, right stall at the end of it)
or
black/blue'ish suit guy (spawns in after reaching the vault after deactivating the lasers)

Seems to be a bug. Didnt spawn for me. Played it Overkill solo so many times never not seen it spawn.
