Any reason to 'buy' my starter gun?

I got through a bank robbery. Was not as good as 2, but forget that for a minute.

It's offering to sell me a 'car4' in the weapon dealer. If I buy it is it different? I have one. ???

No reason to buy it unless you want a second one with a different set of mods.

You can have 2 of the same weapon with different attachment setups for different loadouts.

Once you are in the pre-heist lobby you cannot edit weapon attachments.

If you want the gun with a different setup to quickly change it. I have a signature pistol for both loud and stealth.

It's so you can have a Loud and a Stealth version of your weapon of choice
Maybe not useful on the starting rifle, but the more unique weapons for sure.
