Why were the Payday2 x Payday3 infamous rewards time limited?

I had all the achievements needed, but I didn't know it's time limited and that you have to claim it by yourself, I thought once Payday 3 launches, you get it instantly. Now I'm sitting here pissed off at such a silly thing, but seriosly, this was a really bad choice Overkill :/

i have claim all weapons charms + gloves but they are not in my inventory in PD3.
I only get Dallas veteran mask and Car4 unique gun
