What does this game have that PAYDAY 2 does not?

Loved PD2 and wanna buy this but I cannot seem to find any information on what the differences are between PD3 and PD2. I know the graphics are slightly better but what did they add that PD2 does not have in terms of gameplay?

Does PD2 have more perks, characters, guns, features, maps...

all less as of time of release, maps should be expected but everything else should be at least up with pd2, but because they want more realism they removed the fun features from 2.

These answers are starting to bum me out. It sounds like you guys are telling this is payday 2.1 and not payday 3. Is the game worth $40 if I have 2?

Obviously Payday2 has a lot more, since it has been out for 10 years by now with consistent updates and DLCs

It just comes down to what u like
The heists and especially stealth are way more immersive imo
I like the way the game tells me to do more than wait 5 min for a drill (looking at u, slaughterhouse)
If u like the game to be a bit more realistic (yes, a bit, this isn't a simulator trying to be 1:1 what it feels like to be a bank robber, but it is, in fact, more realistic than Pd2), then u might enjoy Payday 3.
If u love the Arcady Style more, Payday2 it is

While u are a War-Machine ine Pd2, shredding through Hundreds of enemies while running at 120 Mph and life stealing ur way through, Payday 3 want to to be more tactical. U are vulnerable. A single Dozer now can shred through ur team if u don't watch out

Payday 2 has the benefit of 10 years of content, a direct comparison isn't really fair. They're very different games, but mainly I'd say Payday 3 tries to go back to the more serious/tactical gameplay of Payday The Heist. Stealth is WAY better here than in Payday 2. Perks decks are gone and the new skill system emphasizes synergy with buffs over keystone skills that change how you play. Gun and map variety are obviously lesser than what Payday 2 has after 10 years, but the heists are all fairly large with a number of ways to approach them in stealth, whereas going loud is a similar experience with less survivability.

Yes it is fair, other than maps and maybe weapons. It is suppose to be a sequel, if it can't keep up with what the previous game did and expand upon it, it isn't a good sequel. Stealth and map design are really the only improvements over 2. If other mechanics can't keep up even when 2 does them better, that means the game need more time in development, not that we should wait for it to be better.

The main thing it has over PD2 is that it feels a million times better to play. The shooting actually feels good this time with good hit reactions and hit sounds when you hit enemies making combat actually fun and satisfying.
It's also far better balanced and is no longer spewing out a billion cops a minute like Payday 2. Here there are fewer cops but they can take more damage and makes it feel a lot more realistic compared to the swarms of PD2.

Stealth is also a lot better and more lenient making it more fun to explore and try out different approaches. You're not forced to go loud the moment a guard sees you. You can actually experiment and discover things more naturally.

The huge downside though is that for some insane (greed) reason they omitted a offline mode so even if you want to play single player with bots you have to wait in a matchmaking queue. And some objectives are not balanced for single player so you can't get all the money.

They really need to add a offline mode like PD2 has. Just make it a separate profile if they're worried about cheating or hacking or whatever else. And they need to improve the single player experience in regards to objectives.

They also need to give more incentive to playing stealth and harder difficulties. It feels wrong to completely stealth a heist and get nothing for the trouble.
