Obviously Payday2 has a lot more, since it has been out for 10 years by now with consistent updates and DLCs
It just comes down to what u like
The heists and especially stealth are way more immersive imo
I like the way the game tells me to do more than wait 5 min for a drill (looking at u, slaughterhouse)
If u like the game to be a bit more realistic (yes, a bit, this isn't a simulator trying to be 1:1 what it feels like to be a bank robber, but it is, in fact, more realistic than Pd2), then u might enjoy Payday 3.
If u love the Arcady Style more, Payday2 it is
While u are a War-Machine ine Pd2, shredding through Hundreds of enemies while running at 120 Mph and life stealing ur way through, Payday 3 want to to be more tactical. U are vulnerable. A single Dozer now can shred through ur team if u don't watch out
It's also far better balanced and is no longer spewing out a billion cops a minute like Payday 2. Here there are fewer cops but they can take more damage and makes it feel a lot more realistic compared to the swarms of PD2.
Stealth is also a lot better and more lenient making it more fun to explore and try out different approaches. You're not forced to go loud the moment a guard sees you. You can actually experiment and discover things more naturally.
The huge downside though is that for some insane (greed) reason they omitted a offline mode so even if you want to play single player with bots you have to wait in a matchmaking queue. And some objectives are not balanced for single player so you can't get all the money.
They really need to add a offline mode like PD2 has. Just make it a separate profile if they're worried about cheating or hacking or whatever else. And they need to improve the single player experience in regards to objectives.
They also need to give more incentive to playing stealth and harder difficulties. It feels wrong to completely stealth a heist and get nothing for the trouble.
