Disabling -dx12 made my game run without stuttering
Yet, the performance is pretty bad on No Rest For The Wicked
Afterwards, so starting at Road Rage and every other Heist afterwards runs smooth for me
So try another Heist besides NRFTW
Also, if u have good amount of RAM , I would say above 16, u can add
"[/script/engine.renderersettings]
r.CreateShadersOnLoad=1
niagara.CreateShadersOnLoad=1"
and
[SystemSettings]
r.TextureStreaming=0
in the Engine.ini in the "%localappdata% - Payday3 Folder"
dx12 boosted my fps but yeah it is making me stutter a good bit more. Road rage I'm getting like 120-150 frames versus 80 on wicked. Not sure how that one can run so much worse.
I am not saying the game is good optimized

I can just try to help that much and I can just say, that everything besides NRFTW for myself runs smooth, that without having -dx12 enabled
also, put the game in full screen mode. that stopped my microstutters instantly on this game
if full screen doesnt work right, and its hte first time you messed with resolution and full screen quit the game and do it again and it should work properly
