Yes, but you need to talk to steam support directly and explain the problem. Be persistant but polite. They did not want to give me a refund after 8 hours played but I kept at it and they finally agreed to refund.

Check the refund thread on this forum for guides on how to apply for a refund in your situation, OP. Many have had successful refunds from long play times due to the bad state of the game.

You already answered your own question

steam won't refund games if you have 2+ hours on record

Steam won't automatically refund games after 2 hours. If you talk to their support (and have a valid reason) you still can past 2 hours.

For example, buying Payday 3 then queueing for 3 hours and getting 0 matches.

I've had no luck had game since launch, clocked about 28 hours mostly afk on release day waiting to see if the game will work, anyway I held out for an update and now Steam has all the justification to not refund, legally as far as I know there's no way around it even with consumer rights i.e right of withdrawal can be ignored once the games launched, thought i'm going to keep pushing as this situation has become a joke.
