I'd assume that is all new map/content DLCs for the first season/year.
Check the store page closer for details about that but I think thats the main difference between normal/silver and gold.
"What is included in the season passes?
The Silver season pass will include the first 6 months of DLCs, which will be 2 heists, 2 tailor packs and 2 weapon packs. The Gold season pass will include the first year of DLCs, which includes 4 heists, 4 tailor packs and 4 weapon packs. Our DLC model for PAYDAY 3 will be quite similar to what you’re already used to in PAYDAY 2, and you will still be able to purchase the DLCs separately."

I am unsure about the price - it may also be Steam doing regional pricing shenanigans.
I'd hope that getting one of the early pages saves us a few bucks over what the total regular cost will end up being if people decide to go that route.
$40 gets you the base game
an extra $30 for silver gets you early access, a mask, and 6 DLC packs (2 heists, 2 weapons, 2 cosmetics.) you're getting the dlc pre-ordered at $5 per if you don't value the rest of the pack.
an extra $20 for gold gets you another mask and another 6 DLCs (same content split), at a better value of $3.3 per. if you count gold alone, it's $50 for 12 dlcs at a cost of ~$4.1 per.
my take is that gold is a good deal if you expect to buy the first 12 dlcs on release assuming they're priced like pd2's dlcs or higher (safe assumption).
silver doesn't offer a great discount so unless you want cheaper early access don't bother, stick with base edition and assess the DLCs as they drop.
If you think you're going to enjoy playing the game from time to time but don't really plan getting DLCs for the future (whether it's interests playing it going away or any other reasons), then Standard Edition is best one to pick.
Silver Edition is solid pick if you want to play the game 3 days earlier (that is if you pre-order) with some benefits of getting 6 months season pass (6 dlcs) and a mask.
Gold Edition should be only bought if you certaintly know that you will play this game alot and be dedicated on it. It has simular benefits to Silver however it gives you year season pass (12 dlcs), one glove and two masks. It's the most expensive edition since it gives all dlcs that devs plan to support the game in the first year/season.
If you are concerned for gameplay and/or any other things, Open Beta will be avalaible to play in this weekend. Otherwise it's best to play it on Game Pass or wait for reviews incase if you were not able to play Open Beta or played the Beta but still have doubts.
