Why does wolf look so different

i get they arent using the same guy from pd1 and 2. but this face looks more arabic then swedish

I think it's because they don't have access to the old voice actor of wolf so we can assume this wolf is a different person

Canonically he is the same character. This is the same Dallas, Hoxton, Wolf, and Chains that we've ahd for the whole series

Just a Case of They couldn't get Ulf Anderson back to Reprise his role, so instead of just re-using lines from PD1 and 2, they probably thought it best to just re-cast him and make his face look less like Ulf
