IMO:
Best case scenario: enough heists to keep the game fresh for 6 months
Likely-case scenario: not enough heists considering they're already selling a Season Pass before the game's even been released
Worst case scenario: 10 heists with 5 of them being different loot variations of Bank Heist
I was thinking of buying this game but it's too expensive in my country, like outlast trials even came out as 280tl and payday 3's base game is now 500tl. Graphics also look no better than simulator games where characters look plastic

Looking at the heists, another concept the devs should've looked into is dynamic time of day and weather. Such a shame that this and other things won't be added in PD3. It already feels like this game missed its chance to be next generation (in relation to the PD franchise).
The heists in payday 3 have much more ways they can play out, way more optional objectives, that kind of stuff
do you know how long will the game going to be?
A lot better than Jewelry store, Ukrainian, four stores, mallcrasher, etc being like 5-10 minutes with no variety in objectives other than locations of it.
The difference being is that PD3's heists and their objectives are gonna vary unlike PD2's heists and PD3's heists will be longer.
Also like a few of PD2's lauch heists were basically either ones from PD:TH or just copy's of other heists.
four stores
jewelry store/ukranian job
mallcrasher
nightclub
watchdogs (2 days)
firestarter/bank heist (3 days)
big oil (2 days)
framing frame (3 days)
rats (3 days)
it were 9 unique heists, some of them were multi-day concept. but if we scale the heists with the others from the heists, many of them falls short.
well, for random generation... it's being a part of the payday from the start. the heist also has it, even if it's in small impact, it's there. payday 2 took it in another level, and i also agree with you that crime boss rockay city took it even further. i hope payday 3 follows many more features that in crime boss, such as random generation, actually fun to play rogue-like mode with unique levels, better single-player because you can take control of bots as well as commanding them altogether, better loot system and animated interactions. also, globally more interactable maps. also auto-lean on cover makes gunplay a much, much better. stealth system in crime boss is also very fun to play and balanced.
Content creators said there was more randomization in objectives than launch pd2 heists. And a lot more side objectives as well for extra loot. The footage shown is the same 20 minutes of footage so that's why you may not have seen it in footage.
From what we know, it really varies. A bunch of YouTubers who I watch say that if you rush a heist, you can complete it in around 20 minutes depending on the difficulty. But that varies a lot depending on how you approach a heist, and each heist will have a bunch of side objectives and stuff like that.
The devs are focusing on quality over quantity.
