It specifically says TECHNICAL CLOSED BETA. Technical closed betas are essentially a server/network features stress tests and are always carried out with either small or gradually increasing amount of participants.

Not pre-ordering but if you are a content creator or a streamer it seems like you got in on the first wave without any issues. Which makes sense to build hype for the game to let a lot of those people in first and then if it's stable they can slowly add more of the plebs like us in.

They do say they will be adding more people over the course of the beta so hopefully some of us can get in before the beta is over

If you really thought we no name plebs would get access to the beta then you're not that bright. They'll obviously not waste a precious slot for Day 1 Fans like you and give access to Youtubers and Streamers that have never even touched one Payday 2 or 1 before.
