Instructions for Manual Control of Instruments?

In the CIC tutorial the prompts mention that you can learn how to operate the equipment manually by clicking a "?" next to the toggle option in the game's menu. I do not see this, am I blind?

I think that is either a coming feature or maybe a dropped one, the tutorial does a fairly good job itself though and there are a massive amount of fan made YouTube videos on the game to watch for tips & techniques.
