Can't cure Terrified?

I went and got a bunch of my staff terrified. I have the medical beds and access to the cure terror experimental cure. However, although I was able to cure some of the staff using this method, 3 of the staff have the Terrified status in red text (rather than the others who had white text Terrified). I don't seem to be able to add the red text Terrified staff as patients in the experiment, only as healers or assistants. Anyone know what is going on here? What's stopping them from being allowed to be patients? Some of them got Terrified from monsters in the Fungal underground, but others I don't know how they got terrified, including my ghost founder. Thanks.

The UI is a bit confusing here: the red text means that they *don't* have the condition and therefore aren't eligible to drop into the patient slot.
