2) I'm not familiar with any version like that, but there is a difference between "a mage being level 3", "having 3 levels in a skill", and "having a tier 3 wand"--those are all different.
Your staff (except for the ghost) should already be at least mage level 3, and each of them should have skill level 3 in one type of magic. But if you need level 3 in a particular type of magic (like lightning), and none of your current staff are specialized in that element, then you need to craft a wand with that element, use it to summon a student, teach that student until they are fully trained, and then hire them as staff.
To get a mage with a tier 3 wand, you need to search the underschool until you find a greater wand transfigurator. You will also need to craft a tier 3 wand for them to wield (requires lategame research) and have a mage of the same element who already has a tier 2 wand (requires midgame research and a regular wand transfigurator).
1) I found the ritual seal socket in the research tree.
2) And I know now that the capability and wand level are not the same.
It is important to have a lightning-mage professor from the beginning on to perform elaborated research at least with my version of the game (v1.0.527-1423-79923e36).
