How does the Quest progression mechanic work?

I`m outright baffled how the quest mechanic around the jade dragon works. To be more preciese how to follow a quest chain. I can see, that after the scouting quest the following quests give certain perks to the mages used that are requirements for further quests but after I finish all the scouted quests and scout for new ones it seem i get a new set of quests that start a new questchain. Can someone maybe explain the questchain mechanic to me?

The quests are a relatively new addition and are not finished. So I wouldn't worry too much about following any specific questline. Just do whatever quests are available for the perks and the conviction bonuses.
