It should work in a similar concept to the initiates - train more on a skill and the tasks open up for it. That way, you can have apprentice level help across the board. Possibly including needing some for later game research.
the higher tier of staff should get small bonuses in their specialties.
I love this game, but theres plenty of room for improvements (this is true for all games, including triple a... certainly not trashing this game, I have over a hundred hours in it, and loving every minute).
