When a mage receives a higher-tier wand, their maximum level increases by 2.
When a mage becomes an apprentice, their maximum level increases based on their current wand tier.
When a mage becomes a staff member, their maximum level increases based on their current wand tier.
Therefore, if you want your mage to grow to the maximum possible level, you should upgrade their wand to tier 3 while they're still an initiate. Then you make them an apprentice and eventually a staff member.
