If they go and cook, it's probably an issue with your priority settings (both the mage task priority and the priority settings on the object itself affect what order tasks get done in).
If you can't order them to use it: The recipes at the wok all require a minimum of level 3 Fire skill, so make sure you have at least one staff member who meets that minimum. Check that you have all the required ingredients for the recipes you want to cook. Double-check the priority setting on the wok itself, to make sure you haven't accidentally disabled it. Finally, check to make sure they can path to it.
Thanks for your reply, it looks like it was due to the staff assigned to the Wok having level 2 Fire instead of 3. Also, when building a Wok, it seems that the minimum requirement for recipes in the Gruel also raises to 3, and since I had two mages with that level and one of them died, the remaining staff depended on this single person to cook, which was not enough.
I ended up abandoning that save file due to other reasons along the wierd behavior in this case, but I will pay attention in case it happens again, some aspects of it looked like a bug.
