Weird. I do that all the time for my staff to reach higher places. Probably you put the staricase still way too far from the target.
I used stairs as external scaffolding at times or removed bits of roof and built spiral stairs out through the top in others.
Some places indeed did seem quite resistant to being built upon even when they looked to be within range but I never figured why, just worked around it.
Then its something else. Maybe you found a new bug. And no, you dont need specifically an earth mage, just skill 1 on earth (and every single mage has level 1 in all skills) if at that point you cant reach it it wont matter. There is something else going on.
