How to get better wands?

I noticed one of my students has a tier II wand but I have no idea how he got it? How to produce better wands? All those made afterwards are tier I again...

They're unlocked through research, though some can be gained from winning battles.

You start getting tier II wand as rewards from fights in the moment you start fighting 2 skull parties. Also you can get em from mining crystals. But afaik, the usual way is to just research it... tier II is pretty easy and fast to do so.

you are expected to explore underschool and this is prime source of scrolls, also you can constantly rekill lavra, if you build proper killsquad you can do this on first turn before larva can act and recharge on stop by placing mana lanterns here.
