Because I tried what you said with a 'dark wand' student (because I don't have a 'dark wand' teacher currently) and it didn't work.
All mages have at least one level in dark magic skill (except for new students that haven't leveled up yet), so any teacher will work. But is has to be a teacher, students can't do it. Technically, the higher the individual's dark skill, the less time the task will take, but it doesn't take so much time that this really matters.
