What you have to do is to research the phoenix planters as soon as you can if you see that you dont get many of em around.
To research the planters, I kinda need to get into the underground and I can't do that without the plant. And even If I was able to do the research... I would need a seed to get it started, which I do not have.
So that save is indeed dead sadly.
You can always restart another run. You are just started so you dont miss anything.
Not like the lack of that plant would jump into view late game.
But also yes: I am 100% certain I tried everything to get it or find it and there was just none.
My new game has A LOT of em, so I can progress again.
I've taken to looking at the nearby grounds on a new map to make sure I have enough representation of vegetation. If you see some of those core plants missing or in very low supply then just restart a new map/game.
It would be nice to have a customisation setting for "Resources" with a "low, medium, high" option though!
Thats just pure luck. The loot is random, so sure, maybe after fighting twenty wraiths as you call em, you get phoenix kiss. The game is designed to be random, sometimes you dont get almost any phoenix kiss to harves, sometimes it happens with ice petals and other times it happens with smokereed. RANDOM. But nope, it isnt bugged. The op is just not looking carefully. There are always one or two of em spawning around. Its literally impossible to have ZERO of em after many days. In any case this is not the place for bug reports or sugesstions, you have reddit for that.
It's just a guess, but I suspect that the game may actually skip a scheduled spawn if the location it randomly chooses is blocked. It's how you would want to handle spawns blocked by player action (eg planters, foundations etc) but less than ideal for initial game state.
