How am i supposed to expand level 1??

Like I wanna place a wall, it says no I can't put in on ground. I said ok I ma place a floor, it says no I am now allowed to build.
this is so stupid and outrageous, I can't expand my level 1 at all.

It doesnt have anything to do with your level.

In the beginning, you can only build on top of foundations. You build walls on foundations, then floors on walls.

Eventually, you will be able to expand the foundation (look up foundation in the research tree).

There is a research you need to unlock first in research tree. You can then expand out your first floor (level 1).

It is a little odd to me how far down the research tree foundations are. It doesn't matter that much though, since you can build up pretty far. Also outdoor support columns come before foundations in the research and you can use those to expand your higher levels out further. You do need foundations for a couple of rooms that need to be grounded, but they can wait until later anyway.
