If only a limited amount of suits were available per round then players would be salty over who gets to pilot them. Same if there was some requirement to unlock them, like: "Play 3 rounds as normal infantry, then you can play a round as Marauder", and other variants.
Anyway, Heinlein's book and the images we have in our heads from the movie, are 2 very different things.

Still, it would be nice to have battles where maybe only heavy classes can use marauders (1 per squad maybe) against stupid ammounts of bugs.

Yeah, as you demonstrate, it gets a bit confusing as to what people mean by "Marauder". My understanding is that it's the name of the power armor that all soldiers wear in the book, and the name gets used in different ways in each adaptation. Ranges from suits roughly the size or slightly larger than a man, to building sized mechs. And some have power armor and marauders as distinct different things.
I think we can rule out the M11 Babar from SST3 and Terran Command. It's such a large machine that the amount of bugs to necessitate them being used would probably crash the game. But some sort of smaller mech or power armor class? Maybe, but at present it seems like there's not a good way to implement that which wouldn't be overpowered and make other classes redundant. Who knows what the game will look like later, though.
