Until then you can invite 15 friends to a lobby, or a number less than 15 and have the rest populated by random players.
You say that as if it's a rarity... And honestly... You're right! It is a rarity, as most devs don't treat the player cap as some sort of minimum requirement to even get into the game.
Most devs allow you to play their co-op games with fewer than the maximum player count by simply scaling down the difficulty if you have less people. It's not a new idea, and it's certainly not hard.
Beyond that, when the average player count is less than 200 after a few months of being out, I'll feel a lot safer with my purchase if I don't have to rely on getting a full lobby any time I want to play.-
You dont need a full lobby to start. Double click the class. You can play with as few as 8 players in my experience, like 3AM in my region, but 99% of the time i have full 20 player sessions even late at night.
Basically same problem DLC's would have if they only allow those with the DLC to play together.
It allows small parties to have more opportunities to join the same squad without being split up.
