Once it gets there it may or may not revive any downed players in it's radius, that also seems to be 50/50 chance. Basically it's bugged/broken, like most the game.
Honestly, the entire medic class in general is just useless now. Every class can revive, and the medic can't really do anything unique other than the syringe gun, which misses 50-80% of the time anyway in hectic firefights with everyone moving around at mach 2. Likely the worst designed class in the game currently.

The medic can also give anyone healing stims that can heal you or others
The drone is no longer as op as it once was, but saving people without doing it yourself and staying safe is just a very good thing
So I wouldn't say medics are bad
Medic's are vital, especially when people can be blasted all over the place. The drone is awkward to use and needs tweaking but I don't think it's true that it doesn't always revive people within the circle. If you get it over people it works, my issue is I often just miss slightly, so it's far from perfect.
Medics also have other abilities to revive people from range with their darts (again needs it's aim improved) & placing down of healing stims etc. Everyone else's ability to revive makes them vulnerable for several seconds and it's often when you have people stopping to try and res people without a medic nearby that casualties start multiplying.
The previous way the drone worked was just a magic heal all button and required no effort or thought. Alongside this new class getting some tweaks people will adapt over time.
That is the opposite of how I feel about medic after playing all day. There'd be 4-5 of us trying to hold a pump but get overrun. As medic I stay a bit more back and when I'm about to also go down I just put the drone on location. Bugs wander away, drones pick me up. I either drone or dart gun and have the other 3-4 players up within a few seconds. It'd take half a minute or longer while under attack from nearby bugs to do it as a non-medic and you couldn't get yourself up.
Also the number of times people die in weird spots you have to run/jump into a hoard of bugs to try and revive, but I can either do it remotely via the perk (yell at them to get up), or drone, or dart gun. I often get 30+ revives in even the shorter match types, most of those revives are ones non-medics wouldn't be able to do.
