Unable to change government peacefully tho I've completed Tribal and paid for peaceful
I'm at turn 41 Age of Iron just started. I selected Mound Builders and want to move from Tribal to a higher government. I have 53 Govt points and got through the Tribal tree to the end and did all the stages, including peaceful revolution. However, I have a red fist icon on the Domains menu and cannot select the peaceful change of government, only violent. My options for governments are tribal, imperial and kingdom. Can't figure out why I'm only allowed government change by violent revolution.

I believe peaceful government change is in the culture tab, so just wait for your culture bar to fill up again.

I found the peaceful revolution, but it is grayed out. It says "peaceful revolution requires reformed ideal", but I have already unlocked the ability to allow a peaceful revolution.

I have the exact situation: Mound Builders > Reformed Ideal done > Culture pick is available > Peaceful Revolution greyed out.

For Mound Builders, you also have to build 5 Burial Mounds. (I got caught by that)

Thanks for that info. I did have 5 Mounds, When I got to the Age of Renaissance, I was allowed to select a new Government.

It's a culture power, but note that you need to have a new government type available. Every couple ages new governments become available, that's when you can have your peaceful revolution. So it goes like this:

New Governments Available: Allows you to have a revolution.
Reformed <X>: Allows you the opportunity to have a peaceful revolution.
Culture Power: Allows you to actually execute the peaceful revolution.

That's the Legacy for a National Spirit (Mound Builders), not the Reformed Governement (which would be "Tribal" at this stage).
As others says, you can unlock the Peaceful Revolution power during Age of Bronze, but you won't be able to use it until you've unlock NEW Governments, that is in Age 3.

This game has potential, but really lacks a good UI/UX. There just seems to be a lot of mechanics that are poorly sign posted or explained, and no good way to look them up later. The in game "civopedia" is pretty worthless, IMHO.
