Warrior elite not working?

I just picked warrior elite in the warrior spirit tree and the two spartans doesn't spawn anywhere. This a known bug or do i overlook something?

If you read above the line "spawns 2 spartans" it says "unlocks cultural power"

you don't get 2 free spartans, you get the ability to spawn 2 with a power. Which is great, as you can't build spartans (AFAIK) only spawn them.
