What is this actually reducing? Not the exploration tile expansion. What other manual ways can you expand besides towns and absorb towns?

I assumed that it's a global cost multiplier to the hexes themselves. So it doesn't affect manually grabbing tiles, but how quickly they're absorbed via influence.

It is impacting the Influence required to control a new tile.
