You can also get Culture as reward for quests or victories.
You get Culture when you use an Artist.
You pay Culture per Turn for each additional region you control. So don't expand too fast.
Integration Costs for additional regions :
1 -> 2 : 25 Gov, -3 Culture 3
2 -> 3 : 38 Gov, -7 Culture 4
3 -> 4 : 57 Gov, -12 Culture 5
4 -> 5 : 85 Gov, -20 Culture 8
5 -> 6 : 127 Gov, -31 Culture 11
6 -> 7 : 190 Gov, -44 Culture 13
(Maybe the values vary a bit depending on individual traits?)
Culture from vassals is tiny until later in the game when you have a lot of them at higher pops.
You can get a lot of early culture from specialized improvements. Some spirits are better at granting culture than others.
Wonders seem to usually grant culture, but you get those from innovations, so you can't depend on them.
Expeditions (Renaissance, I think) grant culture.
I have yet to decide how important I think culture is in the game. It's quite an isolated mechanic, and the cost of getting a cultural power goes up each time. They definitely have a big impact, but it's hard to measure their value since they are so diverse.
The biggest culture boost I go early / mid game was with foragers.
You can pay for Culture boost if it is only 1 turn away, trading cash for Culture.
